Russia’s Sibanthracite Management Company and the Russian Energy Group have been sanctioned by the UK government.

Sibanthracite produces and exports high-quality anthracite (Ultra High Grade, UHG) and other metallurgical coals. The group includes open-pit mines and coal enrichment plants in the Novosibirsk and Kemerovo regions.

The Russian Energy Group of Companies unites assets in the extraction and enrichment of coking coal. The group\'s perimeter includes, in particular, Vorkutaugol, one of the largest full-cycle coal mining enterprises in Russia.

According to the Unified State Register of Legal Entities, since mid-2024, 85% of Russian Energy Group LLC has belonged to Moscow-based Anthracite JSC – its beneficiary is not disclosed – according to Russian state news agency Interfax. Previously, this stake was owned by Roman Trotsenko, who was also included in the UK sanctions list on 24 February.

London also imposed sanctions on Alexander Orekhov, who bought OOO Karbon from Trotsenko at the end of 2023. This firm owns, in particular, 70% of the Arctic Energy group, which owns the Severnaya Zvezda company – the subsoil user of the Syradasay coal deposit in Taimyr.

The Sibanthracite coal company, part of Bashkir Industrial Holding (BIH), said in 2024 it is reorienting to the Russian market after it was included by the US in the updated SDN List of sanctioned entities (see Kallanish passim).

In 2024, the US also added to the sanctions list the ELGA Management Company, part of Russia’s A-Property, as well as its affiliates. Its Elgaugol unit holds a licence to use the subsoil of the Elga deposit, whose reserves are about 2.2 billion tonnes of coking coal.
